[Press] An institute for a new educational thinking
published in Le Figaro 24/11/10

FOR all those who are concerned about the gradual deterioration of the French school system, the NPRI acronym for Institute national educational research, so far embodied the excesses of research in science education totally dedicated to the promotion of constructivist pedagogies and jargon "training analyst" whose effects on youth training teachers had been disastrous.
The NPRI which was conducted between 1998 and 2001 by Philip Meirieu symbol of this current of thought, had also lost its influence and its superb, until it was taken over in 2009 by a new director, Jacques Moret. In July 2010, Ministers of Education and Research has therefore entrusted the Ecole Normale Superieure de Lyon with preparing an integration of the NPRI at its own structure.
"To ensure respect"
In the game, the rebirth of French thought on education (as the first great teachers were French), bases for initial and continuing training of teachers, and organizing training throughout life, in connection with the business.
A report signed by Yves Winkin, deputy director of the ENS Lyon, explains today the terms of this integration and the possible organization of what would become the French Institute for Education (IFE). A name change that proponents of the NPRI old version have stressed that it was abandoning the once highly symbolic reference to "educational research". "A principle will underpin all the productions of the IFE, the report said: education is not just for science education, and these are not confined to teaching. "
Better, Yves Winkin states," the Institute intended to handle issues that resonate in the lives of parents, as the question of happiness in school. We can also offer solutions to young teachers, through work launched on practices in the classroom to gradually enforce. "But for this, long-term studies are needed, and especially do 's not alienate the land.
Far from the old dogmas, the report wants to believe that an integrated institute the Ecole Normale Superieure de Lyon could become a tool for teachers.

[Release CS] REFUSAL OF ELECTED TO SERVE THE SCIENTIFIC November 15, 2010 Inter Press

CGT, FSU, NMS-CFDT, UNSA-Education
Persons elected to the Scientific Council of the NPRI unanimously refuse to sit on November 15, 2010 because the definition of the scientific project of the NPRI is always not heart of the agenda.
When Mr. Yves Winkin, makes his report on the integration of the NPRI at ENS Lyon, elected councilors have asked for his invitation to the Scientific Council to be informed of the prospects it consider and discuss. The date of 15 November was impossible for this meeting and a postponement of the Scientific Council refused by the Chairman of the Boards of the NPRI, elected officials refuse to sit ...
This refusal comes after the resignation of ten of the twelve outside consultants to protest against the fact they have " never been before the current scenario and therefore have not been able to reflect and influence the final session of day two boards have consisted in a pure and simple downlink information, albeit accompanied by trade, but without any possibility of influencing the decision. "Believing" that the conditions are not met to continue their work with some chance of being heard, "they sent their resignations to the Minister of Research and Higher Education from September 21, 2010.
This refusal is in addition to protests from trade union branches NPRI, from July 17, 2009, drew attention to the disappearance of the scientific debate to NPRI and insisted on necessary restoration of those bodies and elected officials who had expressed written in March 2010, the "demand earnest and solemn in a reorganization of the modus operandi of the Scientific Council.
The Scientific Council should be systematically involved from the outset, the development of all projects on the development of NPRI, the perspective of a collective and participatory, productive and quality. Persons elected to the Scientific Council find that this was not the case. Friday, November 5, at the premises of APMEP (Association of Teachers of Mathematics of Public Education) in Paris, the initiators of the petition in support of the missions of the National Institute for Educational Research ( http://www.sauvonslarecherche.fr/spip.php?article3245 ) made public the 3800 signatures collected so far, which were forwarded to the Ministers of Education and the Higher Education and Research and the Prime Minister.
The Minister of Education and the Higher Education and Research, rejecting proposals from staff and their representative organizations for the development of the institute, asked the ENS Lyon integrate NPRI and specify how this integration in a report. A few days after delivery of the report, 15 November, the undersigned organizations:
- affirm the need for a national institute for educational research, enabling researchers to tens and hundreds of teachers to work together, to be active partners in research to improve quality education and ensure the success of all students;
- require the financial and human resources, particularly those of seconded teachers and associates, which determine what type of research;
- request a status enabling the NPRI to ensure all of its national tasks, to define its scientific policy and respect the freedoms of its scientific and educational personnel;
- refuse any dissolution of the NPRI, any dismantling, abandonment or transfer any components (National Museum of Education of Rouen, Department of History of Education in Paris, Lyon library ...), which would remove the potential of the NPRI.
The undersigned organizations support staff mobilization of the NPRI. They view the integration of authoritarian NPRI ENS Lyon does not meet the current challenges of the education system, they support a science project for a strong national institution that combines research, instructional design, expertise, decision support, resources, training of trainers, mediation, bringing an ambition for public service facing all education stakeholders at national, European and international.

[AECS News] News on the integration of the NPRI announced at ENS
The Association of Teachers and Researchers in the Sciences Education believes that the prospect of integrating the NPRI ENS effective January 1, 2011 may call into question some of the social scientists and insured usually through the NPRI functions deemed absolutely necessary by representatives of research community and training involved.
This challenge would be quite detrimental to all actors who, directly or indirectly, interested in education. The NPRI provides indeed now a meeting place for cross skills and promote their mutual enrichment by promoting meetings between professional and research community by supporting both ambitious research programs and training opportunities with highly articulated needs of the field.
added that one of the specificities of the NPRI is also potentially provide an interface and a means for communicating between the major French research community in education circles and European and international research in education.
If the merger of the NPRI ENS led to a questioning of these basic functions, it would, we believe, significant damage to both:
-for teachers who find TODAY 'hui in the work conducted by the NPRI, they are research or training seminars, resources and frameworks to examine and to evolve their business practices in everyday life;
-for researchers in science education who have the opportunity to deploy a network investigation and report regularly on the initiative of the NPRI, the result of their research to representatives from industry, thereby promoting more effective communication between the research community and professional circles;
-makers to, finally, that there are investigations and observations valuable educational practices.
For all these reasons, the AECS therefore hope that the merger is accompanied by reflection and consultation to ensure the maintenance in the future of these unique scientific and social functions performed today by the NPRI in the French research landscape and more broadly internationally.

personnel involved in the NPRI, November 5, at the press conference organized by the signatories of the petition "Save the NPRI" to fight against the merger-integration process in the ENS of Lyon where the NPRI is engaged against her will.
The president and CEO of ENS Lyon meet on October 27 the Director of Financial Affairs ministries of the NPRI (National Education and Higher Education and Research). On 15 November, the Special Adviser of the ENS will provide the president ENSL a report proposing the framework of integration of the NPRI at ENS. Prior to these dates, the Inter recalls the demands of personal and state of the current proposals, the letters sent to the Prime Minister, ministers of e National Education, the Teaching s upérieur and Research have been taken as an acknowledgment of the Prime Minister.
I nscrites in the draft budget law the statutory duties of the NPRI include the flying aid education system . Cel has involves the circulation of knowledge between the University, the political and administrative leaders, faculty and staff coaching, training sites, parents, students , the local authorities.
NPRI with its components-the National Museum of Education (Rouen) , library, mixed units of research whose history is intertwined with that of the e cole Republican legitimacy and logistics to ensure of such s mission s. To do this, must stay national legally and scientifically autonomous be bearer of a national education research and training for work in national and international network with all educational stakeholders, with French and European decision makers and participate in the formation of the research component of teacher training should be developed in France as it is the abroad.
Absent CNRS, marginal in the universities, threatened in the remaining IUFM educational research is a rare institutional shelters NPRI forging partnerships with the scientific community, European and international developments in this field. It is still too much for the Department of e National Education has decided to get rid of this institute bulky pushing into the arms of the ENS Lyon, with a minimum of arms and baggage.
This shift from a self NPRI NPRI embedded in the new ENS Lyon could spell the end of most of its original missions, lead to the breakup of his heritage collections-drop collections of the National Museum of Education (formerly Educational Museum founded in 1879 by Jules Ferry, today Rouen), to integrate its library of 650,000 volumes by the ENS Lyon, transfer the service history of education currently in Paris at the ENS-Ulm? - to the precarious nature of joint research units outside of Lyon (near Paris and Marseille), breaking ties with the field by the questioning of the human faculty secondments, HSE, half landfills.
The 230 officers who make up the NPRI refuse to be shown singled out as solely responsible for the lack of visibility of the institute. They always defend the skills and expertise they have made and put in his service and that of all stakeholders in education. So they invite to join the signatories of the petition and support this initiative, which is in its place in large mobilizations underway for the defense of public services and the pension .. .

whom it may concern.
Following the interview of 25 October 2010 between the Inter NPRI and Olivier Faron, director of ENS-Lyon, we learned that various "assumptions" were once again considered by ENS for the evolution of the National Museum of Education. Thus it is proposed to separate the fairgrounds would be "recovered" in some way by the region, we would consider incorporating the "resource center" at the ENS and conduct recruitment of faculty.
What would there be consistency in separating and Exhibition Centre (which has no collections) Resource Center, both components of the National Museum of Education?
Although not resigned, the staff of the National Museum of Education tire that different assumptions could have serious consequences on their working conditions, are well developed, over a year - translocation museum in Lyon, questioned the role recent exhibition center (see report Moret), assignment of this center in the region, and disposal of museum collections in the CNAM (or another body), integrating the Resource Centre to ENS, etc.. - Assumptions are certainly different, if not totally contradictory, but as with constant never to associate with the analysis carried ...
To date, they deplore:
- the absence of trade with the inspectors missioned by the government to prepare a report on the future of the museum
- excluding the National Museum of Education, and his scientific staff (all categories), the scope of the mission led by Mr. Winkin
- lack of communication from the direction of the NPRI
- when deadlines are approaching (November 15: Submission of inspection report, 1 st January: integration of NPRI in the ENS), they lament, despite the commitments made at CHS Sept. 29, 2010, not to benefit no support mechanism enabling them to take stock of their employment status and their future, as well as what is proposed for their colleagues in Lyon (see note of the Secretary General of the NPRI dated September 24th): "maintaining his current position," "move to new roles," "project external mobility.
They urge to be involved in ongoing discussions, offer to different people to go there to talk to them and ask to have the same rights as other employees of the institute.
In addition, they want to remember / acknowledge the issue related to the downsizing on the site within a year, welcoming the recent willingness to consider this problem.
